Australian Qualifications Framework: RPL National Principles

One of the key objectives of the Australian Qualifications Framework Advisory Board is to facilitate pathways to formal qualifications that are based on, or include, prior learning that has occurred outside formal education and training. In June 2004, the Australian Qualifications Framework Advisory Board endorsed a set of National Principles and Operational Guidelines for Recognition of Prior Learning (RPL).

Australian Quality Training Framework (2007)

The Australian Quality Training Framework (AQTF) has been revised to improve the quality of training and assessment in the VET sector. The changes came into effect on 1 July 2007. Some of the principles underpinning the changes include: reducing the regulatory burden; streamlining and standardising processes for national consistency; ensuring stakeholder confidence in quality skills outcomes; and continuous improvement of training & assessment.

The new arrangements encourage greater participation of licensing and industry regulatory bodies in ensuring the quality of training, and will also achieve greater national consistency through new standards for State and Territory registering bodies. Outcomes-focussed audits will allow RTOs to focus more on the quality of the outcomes of their training and assessment, which in turn will give industry greater confidence in the outcomes of training.

AVETMISS Data Elements Definitions

AVETMISS Data Elements Definitions: Edition 1 offers a nationally consistent standard for the collection, reporting and analysis of data relating to vocational education and training (VET) activity in Australia and will be implemented for 2007 activity. The data element definitions document was revised in 2005 after extensive consultations with VET sector stakeholders.

European Commission - Life Long Learning

On 21 November 2001, the Commission adopted a Communication on Making a European Area of Lifelong Learning a Reality. This Communication was a response to the mandate from the Feira European Council "to identify coherent strategies and practical measures with a view to fostering lifelong learning for all". In doing so, it makes an important contribution to achieving the strategic goal set at Lisbon for Europe to become the most competitive and dynamic knowledge-based society in the world.

Flexible Learning Toolboxes

Including an RPL Guide for Certificate IV in Training and Assessment.  This guide supports experience VET trainers and assessors in putting together a portfolio of evidence.

Toolboxes are high quality resources featuring scenarios, images and interactive activities that simulate real life. They are designed for use by training providers, industry and business and support online delivery of recognised training packages for the vocational education and training sector. Toolbox materials now come in two formats:

The National Centre for Vocational Education Research (NCVER) is Australia's principal provider of vocational education and training (VET) research and statistics.

New Ways of Working in VET Forum 4 Reframing the Future

This national forum showcased how VET organisations are implementing the national training system in 2007 and enhancing our human capital. The forum provided an opportunity to network with VET practitioners from around Australia and encouraged fresh thinking about innovation, flexibility and responsiveness in the VET system. RPL: Your first step to better RPL

A resource developed in South Australia under the original AQTF to help RTOs make their RPL processes accessible to a greater diversity of individuals and industry clients. The examples detailed in this resource are from the experiences of assessors throughout Australia. Examples in this resource are industry specific to give a real work context but the concepts may be applied across a number of industry and assessment contexts.

RPL Online Network (RON)

RON is the RPL Online Network. The network is about providing a supportive environment for anyone interested in recognition of prior learning. You can choose your level of participation. You can join weekly online discussions, participate in online discussions, attend or view our face to face forums, review current RPL resources or find out who is a part of this network. The network is COAG funded, managed by TAFE NSW South Western Sydney Institute and supported by DET State Training Office.

RPL Well Done

Over 325 VET practitioners attended a series of forums around Australia that focused on practical, inspired and creative ways for vocational education and training (VET) practitioners to increase the effective use of the recognition of prior learning (RPL). This specific focus on RPL responded to recommendations in the Council of Australian Governments Communique (COAG, February 2006) which outlines the need for increased attention to RPL. In these 'RPL - Done Well' forums the emphasis was on practice rather than policy. The forums involved the use of a technique, appreciative inquiry, that systemically highlights current successes in using RPL, identifies ideal futures for RPL practice, examines optional designs for teams or partnerships implementing RPL and creates individual catalysts and innovation teams who can improve practice in RPL in the long term.

SkillsPro Learning Plan Generators

The SkillsPro Learning Plan Generator is a TAFE NSW product developed by the Manufacturing, Engineering, Construction and Transport Curriculum Centre (MEC&T). It is an easy-to-use tool which enables teachers and training providers to design and deliver compliant training programs.

Skills Recognition: Valuing Prior Learning

This website has been developed as part of a program to improve recognition within New South Wales. The project’s goal is to improve access to information about skills recognition so that potential candidates will be encouraged to take up recognition services available to them and have their skills formally recognised. There are other projects aiming to build the capability of registered training organisations to deliver improved recognition services. Organisations within industry are also being supported to engage their staff in recognition as part of developing their workforce.

The Australian Government has contributed to funding this program under the COAG RPL Program. The NSW Department of Education and Training also provides funds.

Skills Stores

Skills Stores are a new Victorian Government service. The service has been designed to make Victoria’s vocational education and training system more accessible and easier to understand. Skills Stores help people gain recognition for your current skills and provide guidance on how best to update or improve your qualifications. Skills Stores can be found in fixed locations - such as education providers or retail outlets – or they can be mobile. Mobile Skills Stores services visit public spaces such as shopping centres, libraries and, by arrangement, workplaces.

Skilling Solutions Queensland is an innovative new training and employment service being trialled by the Queensland Government. The face-to-face services offered by our customer service centres provide up-to-date information on local employment opportunities, career pathways and training options along with information to help you work out what skills you already have, how to get them formally recognised and what skills you need to gain to get the job you want.

The Training Support Network features a vast array of resources for VET professionals including a Skills Recognition Tool. This tool is to assist the learner and assessor to work together through a Recognition of Prior Learning process. This tool has been designed to help the user to gain formal recognition of skills you already have. This means that these skills can be used to gain credit for qualifications. This tool asks a number of questions and the answers guide the user to the types of evidence needed to provide for Recognition of Current Competence (RCC) or Recognition of Prior Learning (RPL).

This report identifies and analyses what drives and what creates barriers to effective implementation of recognition of prior learning (RPL). What do students want from VET? Why do they enter training? These are important questions for policy makers and planners. This brochure introduces the concept of segments to describe students intentions for training. Nine student segments are identified. These segments are organised into three broad groups. Segmentation is a powerful decision making tool for trainers, planners and policymakers.
