Workforce Planning in TAFE - A Comparative Discussion Paper (March 2008)

Across the nation the TAFE sector is under enormous pressure at a number of levels. At a Commonwealth policy level, one of the goals of the Council of Australian Government (COAG) is to build Australia’s human capacity through the VET system; see the slide from OTTE in Appendix One (1). TAFE, as the principal VET provider, is seen as crucial to achieving this goal. At an industry level, employers are calling for new relationships with TAFE to address industry workforce needs. Finally, at a local level, learners are seeking personalised learning services to meet their particular circumstances whether they are disengaged youth, mature age workers looking to reskill or a potential trainee looking for a traineeship.

At the same time as the TAFE sector is having to respond to significant external challenges major changes are going on in its internal capacity to meet these challenges. Of particular concern is the changing nature of its workforce. The TAFE workforce is ageing and there is a new skill set needed to meet the future vocational education and training agenda. Each state (including the territories) is attempting to deal with these issues in a way suited to their particular circumstances. A comparison of these approaches will highlight best practices and generate further ideas for workforce planning and development initiatives for Victoria.
